TC2003 Telecommunications – Competent Climber and Rescuer

The TC2003 course is designed for those who work at height on telecommunication masts, towers, and aerial platforms, who are in a position of responsibility, and who must be able to respond to emergencies in this challenging environment or to coordinate and/or implement written rescue procedures for their organization. The course provides, through classroom and practical exercises, the skills needed for proficiency in these areas.

This training focuses on providing the competent person with a depth of knowledge of the compliance requirements for implementing fall protection and fall rescue systems on the jobsite. Competent climbers will also gain a strong foundation in rescue procedures and communication protocol in alignment with industry best practice.

Topics covered include:

·         Fall protection systems management
·         Authorized climber safety management
·         Fall protection and fall rescue planning requirements
·         Rescue protocol and procedures
·         Rope access awareness and rescue
·         Leadership and rescue – leading a multi-person rescue

Students are evaluated in accordance with the NATE Authorized Climber main objectives, and all training is conducted in accordance with ANSI Z490.1 Accepted Practices and Criteria for Health, Safety, and Environmental Training.

Learning Objectives

·         In-depth knowledge of competent climber/rescuer roles and responsibilities for safe access and rescue at height.
·         Implement a safe work environment for authorized climbers under the competent person’s direct management.
·         Site self-sufficiency when responding to emergencies at height.
·         Understand the importance of decisive action and fast and effective response.
·         Ability to render first aid specific to at-height emergencies.
·         Implement an effective rescue procedure using ICS protocol.

NOTE: The training environment may require the use of specialized access methods such as those employed in rope access practices and while in suspension. These methods may be utilized as effective safety tools within the delivery of this program but are not considered part of the course curriculum.

All ENSA North America practical training exercises are implemented under a “Skills Based Evolution Process” which the student experiences as a layering approach, whereby a basic foundation is established, and through reaffirmation and confirmation, additional practical skills are applied to effectively demonstrate and apply through hands-on experiences the complexities of work and rescue at height, achieving success through confidence by all who participate.

Reaffirmation through testing is applied with the addition of correction to 100%. This unique philosophy in learning ensures all incorrectly answered test questions are tabled under whole group discussion to ensure maximum retention and understanding by all students.

All training programs are structured upon a pass or fail determination criteria and are in accordance with ANSI Z490.1 – 2016 Criteria for accepted practices in safety, health, and environmental training and under ENSA’s ISO 9001-certified quality management system.

Note: Students must be medically and physically fit with a desire to work at heights. The training environment may require the use of specialized access methods such as those employed within suspension and rope access practices. These practices may be utilized as effective safety tools within the delivery of this program. They are not to be considered trained upon within this program.

*This course meets or exceeds the minimum requirements outlined in the NATE Tower Climber Fall Protection Training Standard (NATE CTS).

**Pre-requisite: Enrollees in this course must have successfully completed  TC1002 Authorized Climber training or 90 days of tower climbing experience.
